New Query Language Built-ins

• suppress_relation_not_found - This new command suppresses "Relation does not exist" messages from the relation_modify command. For documentation, see section 13.8.2: "Setting Global Options" in the MIM Data, Development and Systems Administration Guide.
   
• entitlements_write_all - Useful troubleshooting tool that writes out all the entitlements for each database on the MIM Server. For documentation, see section 13.8.7: "Entitlements" in the MIM Data, Development and Systems Administration Guide.

• Added support for millisecond time-series.
• Added BMIM command: database_def_millisecond_file
• XmimPutRecords() and XmimGetRecords() support millisecond data
